When I was a student at USC (early 90s) the rumor was USC didn't have softball because they didn't want all the fat butted girls on campus.
What it really comes down to is space for facilities. Unless they can build somewhere at Expo Park USC lacks the space for a softball facility
The Trojans recently added women's soccer and women's lacrosse and both sports have been successful while using a field near the fraternity row a couple blocks north of the campus.
With all of the best coaches and most of the best players in softball coming from California, it makes sense for USC to have a softball team, they just need to find space.
Pepperdine and UC Irvine are other local schools that for some odd reason have no softball program
