Are you talking about his crow hopping? My dd played an Australian team over the summer. They play by International rules, and crow hopping is the norm.

This pitcher would not be legal in ASA. The pitch starts when the hands separate and he's clearly off the pitcher's plate at that moment. That said, this is pretty normal for men's fastpitch.

ISF do not permit crow hopping. However, for it to be a crow hop, the umpire would have to determine that the pitcher would have had a second point of impetus with the pivot foot.

However, the men's game (all rule sets) has pretty much become lenient in enforcement of pitching rules simply to keep it alive. Sometimes I wonder if some of the men could play by the women's rules and still be as good as they seem in their own game.
