I cant answer your question as to how they got an invite, but I believe (although I could be wrong) the current 14u SCA team actually more or less started from scratch in September. The coaches of the 14u team stay in the 14u division. I believe that most of the players from last year's 14u team that played in PGF moved up/on and only a couple of players remained, so the current team is mostly newer players that were not with the team last year. Of course, that doesnt mean that the team did not warrant an invite; they are pretty good.

So among the teams in Brackey's top 20, the field appears to be set for everyone going to PGF, except the following question marks:

# 9 Powersurge 97 - qualified for ASA but not attending (?), trying at last chance Oregon PGF qualifier
#12 So Cal Breakers-Imoto - not qualified for ASA, but trying at last chance Oregon PGF qualifier
#13 TNL-Balzer - going to ASA in South Dakota
# 15 USA Athletics (Eveland) - qualified for ASA but not yet on list of teams attending (?) and not playing in Oregon PGF, so ? for nationals.
# 18 VC Venom 97 - qualified for ASA but not yet on list of teams attending (?) and not playing in Oregon PGF, so ? for nationals.
# 19 Double Play 98 - qualfiied for ASA but not yet on list of teams attending, and didnt play in any PGF qualifiers, so ?
