Boise Football lost scholarships for guys sleeping on couches, getting picked up at the airport, and being guest-passed into cafeterias. Seriously? Stuff like that, and far worse at some schools, are happening at many major US campuses. And no one's losing scholarships over it.
Yes, Tennis/Track had serious violations and were punished. But the NCAA dragged the Football team into it to punish the athletic program where they'd feel it most. It's difficult to believe that anything would have happened to Football if Tennis/Track didn't screw up.

First the dude said cost football teams bowl games. Even this most blatant violation by the tennis team did not cost Boise St bowl games. Secondly, the football violations were self reported as seen in the bolded portion below, when you self report football violations, AND you have a rogue tennis coach there is the appearance of lack of institutional control.
In both of the examples provided, there were football players involved with wrong doing, it wasn't just the tennis team, or just the golf or softball team that caused the penalties to the football team.
Regarding Boise Football
The secondary violations involving the football program, which were initially found by BSU’s compliance staff and self-reported to the NCAA, stem from 63 incoming players receiving impermissible benefits that totaled just over $4,900. The benefits involved, the school stated in its official response to the NCAA inquiry this past May, “impermissible housing, transportation or meals, where an incoming student-athlete was provided a place to sleep (often on a couch or floor), a car ride or was provided free food by an existing student-athlete.”
