Is there a specific ASA rule that applies to when leagues can .officially or unofficially start making allstar selections?

In SoCal, they weren't allowed to do anything prior to today.

a. If the league selects an all-star team, the all-star team may not nominate, select, tryout, practice and / or play together before May 1 of the current year.

and what out for a new 10u team forming coming out of 8u rec because a coach didn't get the all star team
