That may depend on the CIF section. Southern Section Blue Book states:

During Individual’s Season of Sport - A member of a high school softball team may not, during his or her season of sport, compete for an outside team in the sport of softball. A season of sport (See Bylaw 511) is defined as that period which begins with a student’s first interscholastic competition (non-league, tournament or league game) and ends with that student’s last interscholastic contest (non-league, tournament, league or CIF Southern Section playoff).

The first scrimmage cant be before Feb 26th and first games cant be before March 4th. Whether a scrimmage is considered "an interscholastic contest" has been debated for years. But to be on the safe side, I would say (for CIF Southern Section), you cant play in travel ball games on or after Feb 26th. Some sections allow girls to still practice with their travel ball teams and some teams do practice on Sundays since the HS are not permitted to do softball on Sundays.

Where did the official-sounding pronounced date of Feb. 13 come from? The dates of Feb. 26 (first scrimmage) and March 4 (first game) have the weight of CIF behind them.

CIF General Rule 511
The season of sport for a school is that period of time which elapses between the first interscholastic contest and the final contest for that
particular sport. The season of a sport for any individual student is that period of time which elapses between the student’s first
participation in an interscholastic contest
and the student’s final contest for that particular sport.

Go to page 23... There is a table that shows the "Date of First Contest" for high school sports. So for Softball, if you don't want to go to the link, is March 4th. So, I guess that means the girls can play up to the 3rd... I'm just saying...
