Jan - Aug might work in California-what about the rest of the country???? fall ball is vital in the Northeast. Weather is usually nicer than he spring

Got 5 players with injuries. 1 bad back (pitcher), 1 broke hand (hit with the ball), 2 bad shoulders from sliding into a base, one broke leg from sliding into a base.
I see one that might be related to overuse. Oh the bad bad parents. Shame on them.

The overuse rates stated by the OP are probably more applicable to SoCal, where coaches and parents will go to almost any lengths to achieve their goals.
