These things need to be tested. They can't just go straight into the field. There are some scumbags that are very visible in NYC that are applauding the Ft. Hood shooter and are trying to recruit Anti-American terrorists. They think they're clever because they know about freedom of speech laws. Sounds to me like some people who would make outstanding test subjects. Someone needs to teach them the laws of the jungle.
