R1 IS RUNNING BACK TO FIRST BASE AND GETS BACK IN TIME, WHILE THE BALL GOES BY THE FIRST BASEMAN AND LANDS BY THE DUGOUT'S GATE, AT THIS TIME R1 IS NOW ON HIS WAY TO SECOND AND THERE IS NO CHANCE FOR THE FIRST BASEMAN TO GET HIM AT SECOND. BATTER WHO HIT LINE DRIVE RUNS PAST FIRST BASE AND IS NOW ON HIS WAY TO DUGOUT WHEN THE FIRST BASEMAN BUMPS INTO HIM.

Speaking ASA (and probably any other rule set)

Rule 8.7.P specifically addresses a player who has scored or been retired interfering with the defense's ability to make a PLAY (not an out, a play). Any non-active offensive player has a responsibility to avoid interfering with the defense when possible.

If the contact, in the umpire's judgment, interfered with F3 attempting to make a play, the call is correct. The fact the runner was active and advancing would be enough for most umpires to determine the defense still had a play on the runner.
