Based loaded batter gets hit by pitch

I think I know the answer but I cant find the rules to verify it...

This is according to NFHS rules...

Tie game home team at bat last inning, bases loaded two out and the batter hit by pitch. Batter goes to first, runner on 3B touches home. Umpires calls ball game, teams are about to shake hands when the opposing assistant coach asked for an appeal. He says runner on 1B never touched 2nd. Umpires agree she did not. Run does not count and game continues.

Correct ruling?

No run can score if the 3rd out of an inning is a force play. And, all runners are required to run the bases legally. If the runner forced to 2nd by the hbp did not advance and touch the next base, she has not legally run the bases and is subject to appeal by the defense. Since she was forced 2nd, and never legally reached the base, she is out on appeal, no run scores.

Well, here is one!!

By rule, an appeal can be made at the end of game as long as the umpires are still on the field. And they were, and had to uphold the appeal, even after saying the meaningless "ball game". Because it wasn't.

After reading the rules, Im not sure the appeal should have been granted. 2-1-4-b states at the end of the inning any appeal must be made before all infielders have left fair territory and the catcher has vacated her position. 2-1-4-c seems to contradict this some by saying on the last play of the game before the umpires leave the field of play. But, then under Note: it talks about if on the last play of the game if there is a situation which may lead to an appeal, the umpires should not leave the field until all infielders have left fair territory and the catcher has vacated her position.

If as described, the players were all lining up to shake hands, it sounds as if they had all left fair territory and the catcher had vacated her position. I dont think the appeal should have been granted even if the umpires were still on the field.

This happened in a MLB game the other night. Padres vs. Diamonbacks. By MLB rules the only runner that matters is the one crossing the plate because as soon as the run scores the game is over.
