Runner on first ,,, batter bunts ,,, first basemen fields the ball ,,, batter starts to run then stops to allow runner to advance to 2nd ,,, First basemen looks at the batter then attempts to throw to 2nd ,,, runner advancing from 1rst to 2nd is safe ...

How do you score the hitter ... If thier was no out recorded can thier be a FC ?? ... No Error other than mental correct ??? So no Error ...

The batter's plate appearance is recorded as a sac bunt (for hitting stats) and the scorebook shows they reached 1B on a FC.

Making an unsuccesful attempt on a runner when the batter-runner could have been retired is one of several ways an FC can occur without an out being recorded. Another way is if the runner would have been retired if not for an error.

The batter still gets the sac bunt - you don't penalize the batter for the defense making an unsuccessful attempt on a runner. Same thing if they reach 1B due to an error.

Unless I am mistaken, under ASA you cannot have a FC without an out. If the umpire did not call her out it would be recorded as a hit.

Here are the applicable ASA rules.

ASA Rule 11 - Scoring

Section 3. A base hit shall not be scored:
A. When a runner is forced out on a batted ball or would have been forced out except for a fielding error.
...
C. When a fielder fails in an attempt to retire a preceding runner and, in the scorer's judgement, the batter-runner could have been retired at first base.

It is scored FC in both cases.

No, a batter-runner is out if she moves backwards toward the plate, and only then if she does this to avoid or delay a tag. That requires a fielder with the ball either waiting to make a tag or attempting a tag. Just stopping isn't a rule violation.
