Liberty has been around a while

For a new DI program, what are the limitations regarding scholarships and post season

I remember Bryant in RI had some things when they moved from DII to DI

How about a list of colleges with new softball programs?
Just sayin' softball is still growing!

While at Long Beach State D-1
played against USC club team
(they were not so good)

Club sports programs are still around
and part of sports offered at colleges.

Intramural sports - open to all
Club sports - held tryouts
Collegiate Sports - tryouts, recruitment and
athletic money.

Perhaps Club interest at colleges would arouse Collegiate program for them.

*Long Beach State s.b. was club several years befor joining the NCAA.

USCs location is in Southern California, how is that not a great location for softball?

How is USC not a great location for softball? I told my kids growing up neither would ever attend USC even if they got a full academic ride. USC is located in such a crappy neighborhood that there is no way attending that school is worth the risk. That opinion is based on my experience although that was 25 years ago. Maybe things have changed significantly since then. I doubt it.
