If you want to read something ' oh so horribly racist ' read the congressional debate during the US Mexican War regarding how far to go during the fighting and what to do when the fighting was over. The debate centered on whether or not the US should take Mexico into the US. The consensus was that the values system in Mexico was so different that all it would do is cost a national fortune to support.
