Interesting that this would cause such a stir ... When my DD's were servers, getting stiffed by customers was fairly common place ... As was people sneaking out with paying .... Sunday was the worst day to work ... You can't swing a dead cat without hitting a church in Lynchburg ... And the after church crowd would routinely leave a little religous pamphlet or a prayer scribbled on a napkin in lieu of money ...

Regarding the 1%, pitiful, but not surprising. I know a couple who refuses to leave tips anywhere because they dont believe the servers get paid $2 per hour or whatever it is. They apparently got this nonsense from the union guys he worked with all his life - along with a lot of other nonsense. The times that I end up at a restaurant with these people, I make sure its a situation where i get the ticket. Its the only way I can not be embarrassed by their actions.

18.6 % is the 'worst' in the nation ? ... BS ! ... I don't know who took that survey or where else they surveyed, but that's BS ... I would guess my DD's probably averaged around 10% which is fairly common in the South East ... As Donnie pointed out, some folks are embarrassing ... I ate out with a freinds family and they wanted to pick up the tab, so I said I would leave the tip, which they agreed to ... Then they made me pick up half of it saying that I shouldn't " treat the server too good because she will get above her raising " ... I had to sneak back in the restaurant & re-tip her ...
Servers in VA make $2.13 an hour ...
