high school coaches telling players to tryout for storm

Does anybody know why these high school coaches (alvin isd )are sending kids to tryouts @ certain teams and pushing their players to play with programs like Texas Storm ( a UIL violation ) who put 19 kids on a team take the money and the underclassmen dont get to play and improve their skills...maybe because they coach one of the teams?????these coaches dont care about the girls improving and being exposed to the top schools i guess...if anybody can explain this to me i would appreciate it.....

OK I'll bite...I looked at the rosters of the Texas Storm. And of the 34 girls there is only one kid from Alvin High School on either team.
