Metro?

How does a area get a Metro? How does certain Metros have certain amount of bids to offer?
Why doesn't Central Texas have a Metro (Austin maybe)???

It is my understanding that ASA bids are determined by the number of sanctioned teams in a District.
I belive the minimum number of teams has to be 200.

San Antonio has a Metro now with 1 berth in each age divisions.

I am not sure if there are enough teams in Austin.

Austin does not have and association. They do not even have a commissioner
