I think these are some rules until a certain date in the player's junior year. Some of the old pros here can clarify any of this if I'm mistaken:

A college coach can send an email or letter to the player that says NCAA regulations state they can't contact the player until a certain date of their junior year, except to have them fill out a questionnaire.
If a player sends a coach an email or letter, the coach can't reply.
If a player calls the coach on the phone, the coach can answer the call.
If they don't answer the call, they can't call the player back.
A coach can talk with the player's coach, and i think ask the coach to relay a message for that player or parent to call the coach.
If a player goes on an unofficial visit to a school, and is on the campus, the coach and player can speak freely with each other.
Deserve's got nothin' to do with it.

Arto pretty much has it. I think the start talking date for Junior year is Sept. 1.

Although they can't email, call or talk to you off campus prior to Sept 1 of the junior year, there are a million ways around it.

For example:

College coach sets up unofficial visit for 15 year old player through travel coach. Player and parents attend a practice then meet with the coaches in the club house for 90 minutes. The head coach and assistant give the player their cell phone numbers and tell her to keep in touch. They also tell the player she can come to as many of their games as she likes, just email ahead so the coach and put her and her parents on the guest list.
"And as I watch you disappear into the ground
My one mistake was that I never let you down"

Thanks everyone. That helps me a lot. I knew that there were some stipulations. I am digging the loop holes. But i will be careful not to rock the boat with any dumb moves.
I appreciate your input. 8-) Cant wait for cif or travel ball to start already. This high school stuff is kind of weird.
