CIF Southern Section only prohibits players from playing in games with travel teams after playing in their HS's first in-season scrimmage or game. There's no limit on practicing and many teams do it on Sundays when HS coaches aren't allowed contact with their players.

2510. OUTSIDE COMPETITION BY AN INDIVIDUAL
During Individual’s Season of Sport - A member of a high school softball team may not, during his or her season of sport, compete for an outside team in the sport of softball. A season of sport (See Bylaw 511) is defined as that period which begins with a student’s first interscholastic competition (non-league, tournament or league game) and ends with that student’s last interscholastic contest (non-league, tournament, league or CIF Southern Section playoff).

Some HS coaches have their own rules limiting what their players do with their travel teams.

Is cutoff date for all HS players? or does it only apply to those HS players on the Varsity team that can compete in CIF games?

Or in other words can a HS player on the Freshman team still play TB?

No.. A freshman player cannot play on a High School Softball team and a Travel Ball team at the same time once the cut-off date has occurred.
