As a '99 she should be getting on her first 12U team starting this fall. I would check the Heybucket "Looking for Players" section and Eteamz announcements for CA.

Tryout season starts in August (generally speaking) and that is the best time to get her on a team. The "Try-out Frenzy" hasn't quite started yet but I would start to really monitor the ads starting in late July a few times a week and look for ads looking for "12U '99" players. Call the coaches, ask a lot of questions, attend some try-outs and look for a good fit for your daughter, the team, and your family. Also look as to what the long term goals are the team. Attending "nationals" and which one will effect the budget and investment needed for next summer.

Good luck.

It also depends on where abouts you live and where you are willing to travel for practice and games, etc

JMO, but she is too young for travel. She should play at least one more year in rec.

Why is that? What does Rec ball do that travel ball fails to do with 11 y/o's?

Rec doesn't play 100 games a year

Absolutely right! It really all depends on you and your dd. If your dd is not being challenged in rec, and she is craving more, then it might be the right time. If your rec league is pretty competitive, I'd let her play 1st yr 12's in rec and then make the move to travel during the fall prior to 2nd yr 12's.... JMO
