The only other situation that had a different "EFFECT" was:

EFFECT: The runner is also out.
The rest of the situations had no "EFFECT" written down so I am assuming that the batter-runner is out with no "EFFECT" to the runners.
Please let me know if I am misinterpreting the format.
In ALL cases of interference, runners may not advance past the base last touched at the time of the interference. To the best of my knowledge, this is true for all codes.
