I was a a little league game last night Junior girls TOC (tournament of champions) and one of the teams had a new pitcher that has never played a single game the whole season, but they said she was on the roster. The opposing team protested the game saying that the player was ineligible because she never played any games during the regular season. The Rule book says you must play 66% of regular season games that you are eligible to play (after high school) to be eligible for tournament play .District told them that TOC games are not considered tournament games so it wont fall under "tournament" guidlines. They also said that the player will now qualify for allstars after playing only in TOC after the regular season ended and she never played.
Doesnt seem right?
Can anyone clarify the rulings?

Same thing happened to us a few years ago except it WAS the Allstar tournaments, she played even though she had only played one game all season, one week before the end of the season. We protested and lost, went all the way to Williamsport. Best thing to do is move on, finish what you started and get out of little league.
