Ilegal pitch question?

Had this happen this weekend. USSSA 12U. Opposing team pitcher goes thru her wind up, then stops, and does not release the ball. Umpires call dead ball. We had runners on 1st and 2nd. Coaches argue (nicely) that it is an illegal pitch and runners should advance. Umpires did not give this to us. I looked for it in the rules, and cannot find it. Can someone cite the rule on this? We play ASA and USSSA, and the coaches are fairly new to USSSA. BTW, it did not affect the outcome of the game, we won 9-3.

In ASA, after the preliminaries and she begins her pitch (hands separate) that would have been an IP - ball on the batter, runners advance.

No idea for Utrip.

Not an illegal pitch question, but had this happen in our last game.

Batting out of order. B1 is skipped (actually on deck) and B2 comes up and gets out. OC brings batting out of order, took like 10 mins for the UIC to decide that skipped batter is out, B2 who just batted and got out, is also out but then she bats again and there are two outs. She then walks, but if she got out again, all 3 outs would have been recorded on one batter.

I thought OC should have waited until the out of order batter actually batted and if she got a hit, then brought it up to the umpire and then there would have been two outs, next batter up. If she got out, then no issue.

Please clarify what the correct decision should have been by the UIC, was he right or should there just have been one out and B2 bats again.

BOO is an appeal play ... so presuming that through discussions with the OC and DC it essentially became a defensive appeal -

Batter who should have batted it out
Outs made during the at bat stand.
since the incorrect batter was also retired, she should have been skipped.
B3 up.

As to what your OC should have done - he should have been to keep his mouth shut because once a pitch was thrown to the next batter, nothing could have been done. All play would have stood.

Foot must be touching ground COMPLETELY outside lines of BB at time of contact. On chalk.. not good enough.

thx on first part...bb chalk lines don't disrupt with feet or bats as digging in b4 pitch..I didn't quite undrstnd ump as well perhaps it was all about him takeing charge...who knows.

By the way she did record all three outs herself as she was forced out at 3rd to end the inning. Something I thought I would never see the same batter making all three outs in one inning.
