The penalty for delay of game is 5 yards and then don't start the clock until the snap.

You can't snap the ball unless there are runners on base ,,,, geeesh !

The ball is live and the catcher can throw it wherever she want with the risk of throwing it away. (Perfectly legal)
The only time the is a penalty is if she throw it to anyone except the pitcher with no runner on, even if it's a foul ball. The ball must go directly back to the pitcher.: Penalty, ball on the batter.
What they are trying to do is trickery. Not illegal

This rule is in the pitching section for a reason. A foul ball is a batted ball and the catcher is now no different than any other defender on the field. An umpire would be foolish to make such a ruling unless it could be determined there was pure intent to delay the game.

This is a game control rule and should be applied with common sense as necessary and should not be viewed as a strategy or gotcha.
