No outs no one on base, throw to first pulls the firstbaseman off the bag. there is a tag attempt. the BU calls the runner safe. the PU imediatley calls her out. whos call is it? doesn't there have to be an appeal for him to change it?

Generally speaking, if the tag attempt happens before the runner is 1/2 way to 1st, the call is the plate umps. Past that it becomes the BU. In the play you have described the call belongs to the BU and the PU has no authority at all to overturn the BU call. If there is a question on the call, the BU can ask for information from the PU, but the call still belongs to the BU and it is their call to keep or change based on the information they get from the PU (if the PU is consulted).

BearsDad, just curious ... from your view, was the "out" call correct?

I suppose it's a little easier to forgive bad mechanics if the call is ultimately the right one.

Speaking ASA

This is a judgment call, so there is no "appeal". However, if the umpire making the call believes there is the possibility that s/he missed or was blocked from an element of the play, that umpire may ask for more information from his/her partners. If the new information gives the umpire with the original call cause to correct the call, only s/he may do so.

At no time is the any umpire permitted to "over rule" another umpire's call.

Isn't the PU allowed to correct a BU's mis-interpretation of a rule ? Years ago, I actually saw a PU tell a BU to leave the field.

An umpire can initiate a conversation with another umpire in order to discuss the application and interpretation of a rule.

An umpire cannot simply overturn another umpires call. They get away with this from time to time in football and basketball, but not baseball or softball.

NFHS 10-3-G ... Interesting that the PU can " make final decision on points not covered by the rules " ... It seems they should also make a final decision on points that are covered by the rules ...

No. The reason it says "plate umpire" is because if something isn't covered and the umpires can't agree on it, there needs to be a final decision and it's the plate umpire who decides.

Just like the plate umpire is solely responsible for determining whether a field is playable in most associations. That doesn't mean that both umpires can discuss it. It means that if they can't decide, the plate umpire gets to make the final decision.

Your proposal that the plate umpire be able to have the final decision on every call is preposterous.

Didn't say that ... So, either you're a hose head or misunderstood, or I mis-spoke ... What I am trying to say, is that if a BU mis-interprets the rules and the plate umpire knows this, shouldn't he be able to reverse the call ( after conference ) to manage the game,avoid protests, get the call right, etc. ...

Sorry for the misunderstanding. Please fill me in on the misinterpretation of a rule.
