Runner on second 2 outs. Batter hits a ball down the 3rd base line and HP Ump is signaling fair. Batter runs halfway up first then takes 2-3 steps back towards home thinking the ball was foul. Is the batter out? Umps met and said since there was not a play being made on the batter there was no call. True?

True - ASA 8-2 Batter-Runner is Out:
H. When the batter-runner steps back toward home plate to avoid or delay a tag by a fielder.
