Is this case with ASA?

"If "infield fly" is called and the fly ball is caught, it is treated exactly as an ordinary fly ball; the batter is out, there is no force, and the runners must tag up to advance. On the other hand, if "infield fly" is called and the ball hits the ground without being caught, the batter is still out, and there is no force. However, the runners do not need to tag up to advance, and can do so at their own risk."

When the ball is caught and the runner is off the base is it still a force at the base they occupied or must they be tagged?

It is not a force situation when a runner has not yet tagged on a caught fly ball. When you throw to a base you are executing a live ball appeal on a runner who has not tagged. And, infield fly or not, the runners are subject to the same base running requirements as any caught fly ball. If off the base at time of catch they must tag up before advancing and can be put out by either being tagged while off the base or as stated above executing a live ball appeal to the base they left early from.

1 clarification however, its not a force play, but rather, classified as an appeal play that the runner left before tagging up.
