12U game. Runner on 1st, 1 out. Batter hits a pop up behind 1st base. 2nd baseman runs to catch pop up and 1st baseman runs to cover 1st for potential double play. Runner on 1st runs back to first and in doing so, collides with 1st baseman. Runner gets back safely to 1st base and no throw is made to 1st. Runner is also called out for interference because of collision with 1st baseman.
Was this the right call?

From the way you describe it, the call is wrong. You describe the 1st baseman as running to the bag (and not towards the ball). If the fielder was not in the act of fielding a batted ball, then she, the 1st baseman, impeded the runner. That is obstruction on the 1st baseman and not interference by the runner, unless the runner did something that truly interfered with a play being made.

USA Softball rules state: The runner is not out....When more than one fielder attempts to field a batted ball and the runner comes in contact with the one who, in the umpire’s judgement, could not have made an out.

In your case, as long as the runner avoided the 2nd baseman she should not be called for interference unless the umpire saw something that you missed.
