I am guessing the "garde card" you are talking about is a "grade card." I could work with a grading system from coaches, as long as the coaches agree to a grading system from umpires wherein enough bad grades on a coach would mean they could never work as a rec/travel/select coach ever again with their state. Would you agree to that?
I have never understood why coaches feel they need to do anything besides coach. Why are you always so concerned about the business of the umpire?
Can someone grade the fans?
In Minnesota the MSHSL has a website where after each varsity game, both coaches are asked to grade the umpires on their performance in several areas knowledge of the rules, proper technique, etc. The umpires are asked to rate the teams/fans on things like sportsmanship, behavior. In the end these evaluations of the umpires help select State tournament umpires and the fan/team ratings I believe go into a TOP 10/Bottom 10 posting designed to reign in bad fan behavior and celebrate good behavior.
