Rule question? Get it answered here.

by Platinum » Mon Jun 01, 2009 5:26 pm

I got one for Mr. Ump... The Infield Fly Rule

Here's the situation...
Runners at 1st and 2nd no outs, batter hits pop up between pitcher and 3rd. 3rd runs over to make the catch clearly under the ball, the ball hits her glove and drops to the ground. Once the ball hits the ground runners from 2nd and 1st take off the pitcher gets the ball throws to SS covering 3rd base which forces out the runner. Ump calls the girl out at 3rd base and then turns around and calls the batter out for infield fly rule. The infield fly rule was never enforced and the ump says, "Coach I don't have to make that call, read your rule book" WTF??

So my question is does the ump have to verbally make that call to enforce the rule? Also which ump is to make that call, the home plate ump or the field ump?

The umpire must judge that the ball COULD be caught by an infielder with ordinary effort.

So no, he does not have to make that call. There are criteria that the umpire must judge. I am inclined to protect the offense and call it probably a little liberally.

So my question is does the ump have to verbally make that call to enforce the rule?

No, if he FUBARS the rule, he can fix it. There is onus on the fielders and runners to know and understand the rule.

Also which ump is to make that call, the home plate ump or the field ump?

Either _can_ make the call...

Wade,
That answers part of the question but I could have done better phrasing it. I was trying to construct a scenario where the defense appeals a player completing an at-bat and she's not on the line-up card.

Briefly, bases loaded, #8 is due up, but #27 bats, hitting a 3-run double. Defensive manager wants BOO. Offensive manager first claims that it was his DP batting, then says that #27 is the girl named in that batting slot on the line-up card. There is no #27 on the line-up card. If this is the wrong jersey number for the player, then fix it and play on.

Suppose DM says that two innings previous, #8 batted in that slot as per the line-up card. What then?
Your point about not checking the roster is understood. That would be for the protest committee, which, may convene immediately for some timed games. :( Thank you.

Wade - In baseball, the runners have to treat the muffed catch of an Infield Fly like a legally caught ball (i.e. tag up and advance at their own risk). I can't find it in the ASA rules - do they treat it the same?

If so, why would the defense get to make a force out at 3rd when an infield fly was called with runners on 1st and 2nd? I could understand a tag play at 3rd or a force play at 1st/2nd if they didn't tag up...

Not in any baseball or softball rule set I'm aware of, including OBR (official baseball rules) or ASA, NFHS, NCAA, etc. You only need to tag up if the ball is caught.

In the OP IF was not called.. not sure why the defense wasnt able to turn an easy DP - but I suppose thats for another discussion.

Sounds like you are asking what to do if he is caught cheating.. I suppose sort it out figuring out BOO and who is all ejected.

OBR 2.00 Infield Fly
The ball is alive and runners may advance at the risk of the ball being caught, or
retouch and advance after the ball is touched, the same as on any fly ball.

My bad, I misread it.

In the OP IF was not called..

OP says the umpire "calls the batter out for infield fly rule. The infield fly rule was never enforced...". I guess "never enforced" means the ump reversed calling the batter out...

hmm ok. I took that to mean that IF was not called. I misunderstood the op.. so there is no real answer to the OP - the umpire just screwed it up.

Had this this weekend ASA ruleset.

I was always under the impression that you could use 1 CR per inning. Is this correct or not?

Pitcher and catcher batting back to back. Pitcher singles, coach calls time for CR, then next batter, the catcher singles, again coach calls time for another CR. Is this legal?

this is legal in JO Fast pitch.

There are other rule sets which have various rules regarding this issue. In JO fast pitch, as long as the CR is other wise legal, that is legal.
