Circle Violation?

What is a circle violation.
I looked it up and could not come up with a clear definition, looked more like a violation with the runner off the base than a problem with the pitcher. Can any of you official or UNofficial umpires help me out with this ruling

Circle violation would be the same thing as a lookback violation.
