Sounds like you are in LA/Orange county area of Socal.
I think your kid should stay in rec ball through 10's. She can play all stars with her friends, and you can delay big spending for one more summer.
There are plenty of good rec leagues all around you, but you probably are familiar with them already. At the same time, you can try to go watch the local travel teams in games and even practices if you can. Sitting in the stands you can get a good feeling about the team and how it's run, how the parents are, etc. Trust your instincts.
You might not like to hear this, but it's not a bad idea to let your kid enjoy the game right now playing with her friends in a local rec league. There is no rush for the developing you are asking about at her age. Save her from overuse injuries, burnout, and save your wallet as well.
Let her enjoy birthday parties, sleepovers, and playing on all stars because alot of that stuff will be gone when she starts the grind of travel ball every weekend.
As far as half the team leaving after fall, yes that could be a big red flag, It could be the wrong girls were recruited, or since this is 10's they might have gone back to rec for the spring season.
Hopefully you are sincere with your questions and not just throwing these orgs under the bus.
