Some events hold back 50% on a complete washout - enough to cover their costs and probably also their expected profit. On a partial rainout, they keep more to cover additional costs and refund the rest based on games cancelled.
I would be more leery of entering events by that TD than the facility - I think Midwest SC is used by multiple TD's.
