Legality of charity poker tournaments and parental role

There are some states that do not allow charitable gambling. This article mentions 4 states do not have charitable gaming fund raising exceptions.

For the state in this article, seems you can get legal by having the games be more skill based than chance based. So Texas hold-em can be legal. Seems payouts can be cash. Also, it is so rarely prosecuted many were not aware when someone showed up and started prosecuted a few organizations.

CA has charitable gaming, but no cash payouts, as already mentioned.
