Keep it simple. Turf Shoes are legal. ASA, NFHS, NCAA, NSA all of them allow you to wear turf shoes.
An individual park or league may have additional restrictions, but we would not know anything about them.
If someone is telling you turf shoes are not legal ask them to cite/quote the rule book.

On a related note......why would anyone WANT to wear turf shoes on a non-turf field?

In one of my DD's case, she went to a turf shoe because of tendinitis & sore arches that she was getting from molded rubber cleats ... Once metal cleats were allowed, she switched to them and has had little trouble since ...
