What is the criteria for being a Super Org? Size, name recognition, competitive success, recruiting or what?
The "best" coaches and orgs draw the best athletes - along with some others that would be better off on another team.

Coaches? - How do you get the "BEST" of the best under one umbrella? (with out an ego fight?)Get the ones that are either unaffiliated or unhappy with their current org.

Organizational structure? What is the "BEST" structure: independent? Unified? Combination?It's a combination - unified in its development of coaches and players, coordinated so teams help each other out for recruiting and still allow some autonomy for teams. Regardless, players should have last word on their team in org.
3.
Athletes? - Who is the "BEST" and finding/identifying these athletes and "recruiting" them so they stay in the local community?
This is 2 different questions. Some people at the younger ages find them before they go travel. Most coaches recognize and/or hear about elite players once they're playing travel. Recruiting them is a combination of offering a better opportunity and/or being a better sales closer.
4.
Facilities? - How critical is this to being the "BEST? Teams need reliable and affordable places to practice regularly. Avoid orgs that run teams to pump up their facility.
