I am trying to learn to keep score and stats. I have received mixed info on this question, are runs scorred in ITB earned or unearned or a combination thereof??

I don't think tie-breakers are covered by NFHS rules. However, state associations may adopt the tie-breaker rule, in which case this would likely apply:

According to NFCA, if the runner on second scores, the run is charged to TEAM, it is not charged to the pitcher.

Any additional runs are charged like in any other circumstance, to the pitcher as E or UE.

That is correct, any runners put on base to start each half inning of (what we used to call) ITB are not charged to the pitcher. Depending on your scoring software you will either record them as runs charged to "Team" or just as unearned runs. Either way they are not charged against the pitcher. Any other batters reaching base and ultimately scoring are either earned or unearned runs per the usual rules.
