PGF rules regarding player movement between teams?

Can someone please post a link to info regarding when players are frozen on a team and what the procedures are for switching teams ect.
Any info appreciated.

Releases: The Head Coach of a team MAY release a player after she has been on the roster or has participated in a PGF National Qualifying Tournament at any time prior to the National Tournament deadline. The following restrictions and conditions will apply to all releases.

A TEAM QUALIFIES FOR NATIONALS: Once a team has qualified for Platinum or Premier Nationals, all players on the roster submitted for the tournament in which the team qualified are frozen for that year and MAY NOT obtain a release except in the case of review by the National Office for cause.

EXCEPTION: If a team does not qualify at a given tournament but is given an invitation at a later date, players who were released in the interim will remain with the team they were released to.

The release must be in writing, signed and dated by the Head Coach of the team releasing the player. You can obtain a release form here, Player Release Form.

A copy of the release must be dated and signed by the Head Coach of the former team and mailed, emailed or faxed by that coach to the PGF National Office. (email: bret.denio@pgf-mail.com Fax#: 714-841-8719)

The Head Coach of the new team must be prepared to present a copy of the release to any PGF Regional/State Director, PGF Qualifying Tournament Director or PGF National Tournament Director upon request.

The release must adhere to all other PGF Rules as to age-group movement.

A player may only be released and added to another team once in any given year.

If any of the above conditions are not met, the player will be regarded as an ineligible player on the new team.

Refusal to release a player is the prerogative of any Head Coach however an appeal to the PGF National Office will be considered in extreme circumstance or accusation of abuse.

Since every team that plays in any national qualifier has to be insured through PGF when is the time that a player must get a coaches release to move teams? Is it after they play in the first qualifier or before that?

If a team has not yet played in a qualifier, the player can move teams without a written release. Once a team plays in a qualifier, the roster is frozen and the player will only be release with the written consent from the head coach.

If a team qualifies for PGF Nationals, that roster is FROZEN and there are NO releases even with the consent of the head coach.

PGF does not force teams to purchase insurance when they register their teams. Teams are only required to be registered with PGF to play in a national qualifier. PGF insurance is only required to play in the championships.

If a team has been given an invitation Birth allow their players to help another team qualify, then return to their teams?

If a team uses a player from a team that has been given an invite and qualifies with that player, they are frozen on that roster and not allowed to go back to the invited team. See post above.
