To answer the question, yes. Now if the player in question has not played any PGF qualifiers there is or should be no issues.
I believe it is the qualifier that locks a player to a team. (double check on this)
Last year my dd left a team right after Colorado, she had played in qualifiers with this team.
The Mgr/coach refused to release her, I emailed him several times to no avail.
I then sent out a nice group email and called him out in a nice professional way, and simple posed the question to them.
"Why would a coach who claimed to love the players hold back a player from the game"(ye old group stink bomb)
She was released a few days later.
If you returned all equipment, uniforms and are current up to date on dues, there is no excuse in my opinion.
