The one ball is either slightly heavier or slightly lighter.

Separate into 3 groups. Group 1,2,3. Weigh 1 and 2. Determine if 1 or 2 has the odd ball or if 3 has it. If 3 has it then take 3 balls from group 1 and weigh them against 3 balls from group 3. If they balance then the ball left over is odd. Weigh it against any known good ball to determine heavier or lighter. If they don't balance, you can determine if it's heavier or lighter by the way the scale tilts. If heavier weigh 2 balls to determine if one of those are heavier and if balances, then it's the one left over. Same way if you have determined a light ball.

I know that much and I'm tired...LOL...Thinking for long periods of time is not my forte'...

I'm a product of public schools.
I went to bed with two balls, and no more scale opportunities.
I need that fourth weighing.
So it is a combination puzzle.

To avoid being mean, I'll say JR should be recognized for knowing his limitations and focusing on his strengths.

I really gave this problem deep thought for two days.
I kept having two balls felt, and did not know which was lighter or heavier.
I asked my wife for help. She looked in her purse. Then I told her the math problem.
I finally googled it. Even that took a bit to wrapped my head around it.

Who was feeling your balls? Why did your wife look in her purse instead of your pants?
