I think they call it the "Dodd Rule" in San Diego Section. A former Travel Ball coach who supposedly took the concept of practicing his players (who were on a HS softball team) a bit too far. I guess it got so crazy that they just had to force everything to shut down during High School season. The SD CIF rule had to be put into effect to save the girls!

Maybe other experts here can give a better background.

CIF Rules Governing HS Softball and Travel Ball.
ARTICLE 6
OUTSIDE COMPETITION
600. COMPETITION ON AN OUTSIDE TEAM

A student on a high school team becomes ineligible if the student competes in a contest on an “outside” team, in the same sport, during the student’s high school season of sport (See Bylaw 511). The following exceptions apply:

511. SEASON OF SPORT DEFINITION

The season of sport for a school is that period of time which elapses between the first interscholastic contest and the final contest for that particular sport. The season of a sport for any individual student is that period of time which elapses between the student’s first participation in an interscholastic contest and the student’s final contest for that particular sport.
A. The “season of sport” shall be established for each sport by the highest CIF component level in which
championship competition is conducted (i.e., State, Section or league) in that sport. To participate in state-level competition for any particular sport, a Section must comply with the CIF adopted “season of sport.”



What this means in a nutshell, it this: Players on the " Any Team" can practice 7 days a week with Any Team. There are NO, ZERO, NADA restrictions on practicing with your travel team, even during the HS softball season. What you can not do, is play in GAMES with Any Team, once you have played in your HS team's first REAL GAME. That means real game with umpires, teams in uniforms, and that game goes on the team's record. scrimmages do not count. So even if you have had a HS scrimmage, you can play in a friendly with Any TeamAFTER your HS team's scrimmage.

Any AD, or HS coach that tells you different is mistaken. Just read the rules above that come straight off of the CIF SJS section web site
