Pitcher foot placement

H.S. Rules/ would like a college take on this too since she is going next year.
Pitcher starts with her heel on the front of the rubber.
She rocks backs picks up toe, heel still in contact with rubber.
She then strides and the heel comes up as she strides to the plate.
She use to keep her heel on top the rubber, her pitching coach changed it to only her back side of her heel touching it.
Now is this legal?
Had umpires call it both ways..

Don't want to hate on the pitching coach, but the heel in front is legal in ASA, but not high school (thus PGF) or NCAA. Those rules require the pivot foot to be "on or partially on" top of the pitching plate.

The heel is not required to remain in contact during during the stride; otherwise the drag would also be illegal. But the foot must start on top, not just in contact.
