NCAA Pitching Lane

Conference Tourny this past weekend ... Pitcher is called for being outside the lane ... Is that not an IP and a ball on the batter and all runners advance one base ?

Also, what if any, would be ( in NCAA ) the penalty for a pitcher erasing the lines ?

It is an Illegal Pitch

AFA erasing the lines:

2.15.3 A coach shall not intentionally remove any required lines on the field nor
intentionally cover the pitcher’s or home plate.
EFFECT—The umpire shall issue a warning to the offending coach.
Subsequent violation by the same individual shall result in
ejection.
2.15.4 A player shall not intentionally remove any lines on the field nor
intentionally cover the pitcher’s or home plate. A.R. 2.15.4: Deliberately
covering a line with infield material is considered removing the line.
EFFECT—A strike shall be called on the batter if the offense intentionally
violates the rule, and a ball shall be awarded to the batter if the
defense intentionally violates the rule.

Is an IP in NCAA is the same award as FED, NSA or ASA ?

And would you consider a pitcher refilling her divot after each pitch by sweeping the dirt in with her foot as erasing the lines if the backfill contained the lines with each sweep ?

Most likely not...but never say never! You have to judge each incident on it's own merit. If I think that what the pitcher's doing is a legitimate effort to fill a hole, then I wouldn't consider that as "intentionally removing a line", since I've determined that's not her intent.

Same as if a batter is in the box and is digging in her back foot a bit. You aren't going to penalize her if some dirt just happens to spray over the batter's box lines. Lines can, and will, get obscured through normal game play. That's altogether different than making a willful and intentional effort to remove them.

This is one of those that no umpire should be a rule Nazi about. Save this call for a blatant violation, where the participant's actions are either obvious, an attempt to gain some sort of advantage or some act to show displeasure with the umpires or a call.
