ASA rules.
A ball bounces before HP and is swing out by batter for 3K since it hit the ground it is a D3K. I'm good with that.

If a ball bounces before HP and is fouled straight back into the catchers is this a caught foul tip for 3K, a foul ball since it hit the ground (all be it before it hit the bat), or a D3K since it hit the ground (a bit of a stretch here).

It is a foul tip.

This is a play that had been debated in baseball and softball for years. Some claimed it was an uncaught third strike, others that it was a foul tip. Both sides offered compelling arguments to support their ruling.

A few years ago Major League Baseball published their own ruling calling this a foul tip. ASA followed suit soon after, with an interpretation published on the "Umpire Page" of their website.

Their logic is that once the pitch is contacted by the bat, it is no longer "a pitch", but rather "a batted ball". As such, it is subject to all of the usual rules covering batted balls- including becoming a foul tip.
